Since her appointment as the Honourable Commissioner for Finance, Budget and Economic Planning in Taraba State, Dr. Sarah Enoch has emerged as a central figure in the fiscal and economic reforms responsible for the developmental strides recorded by Governor Agbu Kefas.

For the people of the state, the past two and half years has been rewarding, and a blessing for having personality as Dr. Sarah Enoch, whose desire, passion and commitment is the development of Taraba State and the well-being of the people.

No wonder, considering her role in improving the state Internally generated revenue, blocking financial leakages and prudence, she is widely regarded as one of the key brains behind the administration’s reform agenda.

It is evidently clear that, Dr. Enoch has been instrumental in steering Taraba State’s financial system with a rare blend of vision, discipline, and professionalism. Her stewardship has emphasized prudence, transparency, accountability, and a sustained drive to block financial leakages, resulting in a noticeable improvement in the state’s financial standing.

Drawing from her wealth of experience and deep expertise in finance and economic planning, Dr. Enoch has earned a prominent place within the Kefas administration. She has distinguished herself as a major driver of fiscal reforms, prudent financial management, and strategic development planning, with policies that are people-focused and institutions that are gradually being strengthened for long-term sustainability.

Just within the period under review, Dr. Enoch has restored to an extend Fiscal Discipline and Transparency among public office holders and civil servants, which today, is attracting intervention of both federal government and development partners in healthcare, education, agriculture and rural roads network.

One of Dr. Enoch’s foremost achievements, just within the period under review was the restoration of fiscal discipline in Taraba State’s public finance system. Upon assuming office as the State Commissioner of Finance Dr. Enoch placed accountability and transparency at the heart of revenue management, ensuring that public funds are deployed strictly in line with approved budgets and development priorities.

Additionally, her appointment was able to enhanced monitoring mechanisms and strict adherence to financial regulations m, which have helped the present government to minimize leakages and rebuild public confidence in government financial processes, strengthening budget planning and implementation.

It is obvious that, Dr. Enoch, being the commissioner overseeing Budget and Economic Planning, has played a pivotal role in coordinating the preparation and execution of realistic, and/or people-oriented budgets. A budget that reflects the wishes and aspiration of the masses.

From every point of view, it is now clear that, Dr. Sarah Enoch has championed evidence-based budgeting, aligning expenditure with development goals in critical sectors such as education, healthcare, agriculture, infrastructure, and social welfare. Under her leadership, budgets have increasingly translated from projections on paper into tangible projects and services that directly benefit citizens.

It is worth mentioning that, Dr. Enoch has, since assumption into office, made significant contributions to strengthening Taraba State’s internally generated revenue (IGR) framework. A framework that has today improved  revenue generation and financial sustainability for administrations after Governor Kefas. In addition to the feat recorded, the finance commissioner has introduced some initiatives that is currently supporting reforms in revenue administration, blocking loopholes, and promoting more efficient collection systems, She have laid the foundation for improved financial sustainability. These efforts have helped in reducing the state’s over dependence on federal allocations and enhanced its capacity to fund priority development projects for the benefit of the people.

Her leadership as the commissioner of finance has ensured consistent and timely payment of workers’ salaries, pensions, and statutory obligations under Governor Kefas administration. The implementation of the national minimum wage was a major relief to the workforce. This development has brought stability to thousands of civil servants and their families, boosted morale within the public service, and strengthened trust between government and its workforce.

In her role as Commissioner for Economic Planning, Dr. Enoch has facilitated effective inter-ministerial coordination to ensure that development projects are properly planned, funded, and executed. She has supported policies aimed at stimulating local economic activities, encouraging investment, and promoting inclusive growth across Taraba State’s diverse communities.

Notably, she has been actively involved in festive-season outreach initiatives, during which food items and relief materials were distributed to thousands of households, across five local governments, among which are Wukari, Takum, Donga, Ussa, to cushion economic hardship faced by the people.

A commitment she shouldered as a priority for the interest of the people.
