The Federal Government has restated its commitment to reviewing the Consolidated Health Salary Structure (CONHESS) as part of efforts to resolve the ongoing strike by the Joint Health Sector Unions (JOHESU).
In a statement issued on Sunday in Abuja by the Ministry of Health and Social Welfare’s Director of Information, Alaba Balogun, the government dismissed claims by organised labour that it deliberately refused to implement the 2021 Technical Committee report on CONHESS adjustment. “There is absolutely no truth in the allegations of deliberate refusal to implement the report, nor is there any discrimination against any category of health workers,” Balogun said.
JOHESU began an indefinite strike on November 14, 2025, demanding that CONHESS be adjusted in line with the Consolidated Medical Salary Structure. The ministry noted that several conciliatory meetings had been held with JOHESU and other stakeholders, including one on January 15, where tentative agreements were reached on a framework for resolving the dispute.

At that meeting, JOHESU presented proposals such as implementing the 2021 report and withdrawing the “No Work, No Pay” circular. The ministry, however, appealed to JOHESU to maintain the status quo while the National Salaries, Incomes and Wages Commission completes a six-month job evaluation exercise that began in November 2025.
Balogun highlighted that health workers had recently benefited from increased professional allowances, with arrears of ₦58 billion paid from July 2024 and ₦40 billion allocated annually. He urged JOHESU to call off the strike and continue negotiations, stressing that the government remains committed to dialogue, fairness, and sustaining industrial peace in the health sector. He also commended health professionals who continued working during the strike, assuring that federal hospitals would remain open.
