The Nigerian Electricity Regulatory Commission (NERC) on Tuesday revealed that 5.36 million electricity customers across the country remain unmetered, leaving them subject to estimated billing by distribution companies (DisCos).
According to NERC’s Q3 2025 industry report, published on its website, only 6.662 million of the 12.030 million active registered customers had meters as of September 30, 2025, representing 55.37% coverage. During the quarter, 228,614 customers were metered nationwide. The highest installations were recorded by Ibadan (23.38%), Aba (20.81%) and Abuja (19.06%) DisCos.
The report noted a marginal increase of 0.73% compared to the 226,959 meters installed in Q2 2025. However, nine DisCos recorded declines, with Port Harcourt (-62.35%) and Jos (-61.68%) posting the sharpest drops. In contrast, Aba (+173.45%), Abuja (+38.28%) and Ibadan (+17.72%) showed significant growth in installations.
NERC further explained that of the 228,614 meters installed in Q3:
- 176,302 (77.12%) were under the Meter Asset Provider (MAP) framework
- 44,104 (19.29%) through the Vendor-Financed framework
- 7,902 (3.46%) under the Distribution Sector Recovery Programme (DISREP)
- 175 (0.08%) via the Meter Acquisition Fund (MAF)
- 131 (0.06%) under the DisCo-Financed framework
The MAP framework accounted for the bulk of installations, with 176,302 meters, an 18.20% increase from Q2’s 149,150. Ibadan (53,441), Abuja (35,449), and Benin (26,690) DisCos led MAP installations, representing 30.31%, 20.11%, and 15.14% of the total, respectively.
